It studies mainly environmental unsafe degree caused by impact and harm on urban pollution . It makes use of AHP establishing corresponding urban environment safe index system, calculates weights the various indicators of urban environmental safety, and city environment evaluation functions, based on the urban environment quality standards. Then establishes of various indicators whitening functions using the gray cluster analysis method, calculates formula to reflect the urban environment safe degree by repeating to study, and classifies and grades the urban environment safety. Finally, giving an example of Tai'an City , calculates city environmental safety degree of Taian, takes the measures to reduce pollution' s hazards to the urban environment safety, and guarantees the safety of the urban environment.
