Bohai Sea Environmental Pollution And Its Governance

The21st century has been called the "Ocean of the century", the relationship ofhumans and ocean is becoming increasingly close. With the population growth,economic development and that human continue to strengthen the degree ofexploitation of marine resources, the marine resources and environment has been veryserious damaged. The environment of China’s only inland sea——the Bohai Sea isthe most serious damage. The ecological environment of Bohai Sea has been veryserious damage, which not only affects the growth of marine life in the Bohai Sea, butalso further endangers the people’s health and produces a negative impact on theeconomic development of the coastal areas. The extent of pollution in the Bohai Seais very serious, if Bohai Sea is not timely treated, Bohai may become the Dead Sea.The pollution of Bohai sea has aroused the concerns of the community, ourcountry promulgated 《Bohai Sea Blue Sea Action Plan》 in order to govern thepollution of the Bohai Sea. However, the environment of Bohai Sea does not improve,but it is further deterioration. The bad ecological environment of Bohai Sea isincreasingly becoming a restricting factor of the development of circum-Bohai searegion, governance pollution of Bohai Sea is thorny issue. Studying pollution andgovernment of Bohai Sea has great significance.On the basis of the theory of marine environmental pollution, this paperintroduce the overview of Bohai Sea and use recent data to analyze the currentpollution of Bohai Sea and serious consequences. Then this paper analyze the reasonsof Bohai Sea environmental pollution, including specific reasons and theoreticalreasons, but also using game theory to analyze the behavior of the government inBohai Sea Environmental protection and governance. Then, this paper describesexperience of Japan’s Inland Sea which is similar Bohai Sea. Finally, based on the above analysis, the paper will propose the governing strategy of Bohai Seaenvironmental, the governing strategy include: improving Bohai Sea pollutionprevention legislation and strictly enforced; developing ecological economy andrecycling economy; implementing total pollutant control system and marine emissionright trading; improving subject’s participation and persistence in Bohai Seaenvironmental protection; establishing and perfecting the Bohai Sea environmentalmanagement coordination mechanism；Establishing Bohai integrated environmentalmanagement committee in order to better protection and government of Bohai Seaenvironmental pollution and promote the sustainable and healthy development ofChina’s economy.
