Research On Behavior Game And Multiple Collaboration Mechanism Of Haze Governance Across Domains

In recent years, most areas of our country happened weather haze frequently, haze weather damage and strong, timeliness, regional wide, based on a single region of the haze governance is not enough, the haze governance must break the barriers of administrative area and the subject in a single governance model, by constructing a cross regional multi collaborative governance mechanisms, co-ordinate environmental resources, strengthen coordination of governance of the main cross regional cooperation. In this paper, using the game theory the haze governance of the main action, payment, strategy and equilibrium analysis, obtained the factors how to influence and influence degree of haze across domain cooperation governance, with actor network theory and case and then puts forward haze of multi governance coordination mechanism and policy.First, the differential game theory is used to establish the differential game model between the government and the polluting enterprises, the cross domain government and the government, and to find out the dynamic value function of each subject, and analyze the influence of the factors on the main strategy. The main conclusions are:(1) between the government and pollutant discharging enterprises, improve the government to enterprise collection units of sewage charges, enterprises atmospheric pollutant emission control; to increase penalties for excessive emissions of enterprises, the enterprises paid fines greater than the pollution control cost of effort, will make the enterprise equilibrium quantity of pollutants is reduced. (2) cross domain intergovernmental co-operation is the size and distribution of cooperation benefits, collaborative benefits more, distribution is more reasonable, inter governmental choice probability of cross domain collaboration more; regional profit decreased with the development of the treatment of haze active, with the passage of time profit decline rate will be smaller, then profits gradually rise; through regional cooperation in governance profit compared to the separate area of average profit high, across boundary governance haze has advantages.Secondly, the use of government, enterprise and the public three evolutionary game model based on the evolutionary game theory, and the use of system dynamics method was used to simulate the process of evolutionary game, analysis results show that in the haze of cross domain multi governance, government, enterprises and the public will eventually reach the stability of the equilibrium state (supervision, governance, participation); government decision-making behavior seriously affect corporate and public decision-making; enterprise pollution fines, public participation in the revenue and government cooperation benefit distribution factors are important factors that influence behavior selection. In addition, according to the conclusion of evolutionary game and simulation a haze across boundary governance multi coordination mechanism put forward in the paper, combined with the actor network theory, from the construction of network communication, coordination of the interests of the network and the public participation management network, prevention and monitoring network to achieve haze cross domain treatment of multiple collaborative perspective for constructing the coordination mechanism, including the participation and communication is based on the multiple interactive mechanism, balance and harmony of interests is based supervision, the public participation as the main demands of the regional haze co management mechanism,prevention and treatment with haze management operation mechanism.Finally, to Britain’s successful governance haze case, we sum up experience and combined with lack of governance of haze, haze across boundary governance multivariate cooperation of specific policy recommendations are put forward from five aspects. Such as the use of the perfection of laws and regulations, strategic environmental assessment system establishment, the market economy, the combination of collaborative and people’s awareness of environmental protection of the improvement.
