With the continuous development of social science and technology, electronic products are increasingly upgrading, resulting electronic waste is immeasurable, the developed countries are generally reluctant to deal with electronic waste in the country, but the name of recycling waste to developing countries on behalf of a large number ofexported waste. On the other hand, due to the need for economic development in developing countries, the fight against cross-border electronic waste transfer and disapproval, leading to legal regulation can not keep up, not strict law enforcement and other issues. Our country is deeply electronic waste typical national cross-border transfer of its victims, especially in recent years, more and more severe situation, e-waste Guiyu, Guangdong, Dongguan has become developed countries, China’s urgent need from a legal perspective solve the problem of cross-border transfer of electronic waste. Firstly, combing the typical country in our country and the world, the cross-border transfer of legal countermeasures for prevention and treatment of electronic waste, analysis of the existing problems, and try to propose solutions to our legal measures to combat cross-border transfer of electronic waste.The text is divided into four parts:The first section describes the basic problem of cross-border transfer of electronic waste, electronic waste, the concept of cross-border transfer, at the same time explains the basic conditions and hazards of cross-border transfer of electronic waste in China, raised the need for prevention.The second part is the introduction of the cross-border transfer of the legal status quo of China’s prevention and treatment of electronic waste, including China’s accession to international treaties and domestic laws and regulations currently in force, and discusses China’s legislative aspects of cross-border transfer problems in the prevention and treatment of electronic waste inadequate.Part Ⅲ from typical foreign countries or regions, the analysis of the legal response, summed up the draw on the experience of cross-border transfer of our legislation to combat electronic waste, mainly the United States, the European Union and developing countries India practice.Section Ⅳ presents our cross-border transfer of the legal concept of improving the prevention and treatment of electronic waste. From the legislation, the basic principles of the design of specific systems, a full range of insights.
