Research On The Pollution Transfer Realized From The Transfer Of Industry

The good ecological environment is the basis of sustainable economicdevelopment.In the process of undertaking the industry transfer from theeastern coastal areas, the central and western regions how to deal withthe pollution transfer problems and coordinate the relationgship betweenindustrial transfer and environmental protection is a serious problemneed to be treated with caution. Taking Wanjiang City Belt DemonstrationArea to Transfer Industry as an example, and The author went to severalcities along the Changjiang River in Anhui Province for fieldinvestigation, This article analyse the current situation and the causesof the pollution transfer problemsin the process of Wanjiang City BeltDemonstration Area undertaking the industry transfer from the easterncoastal areas. Then,from the particular to the genaral,from the pointto the surface, This article gave legal policies and measures which thecentral and western regions should be taken in the process of undertakingthe industry transfer from the eastern coastal areas to prevent andcontrol the problem of pollution transfer.The first chapter of this theoretical analysis, the object was leadto by the pollution transfer which is a superordinate concept, then, theobject was defined from the intension and types. In the second sectionof this chapter, two related problems were discussed seriously,and drawconclusions that the environmental standard is not a necessary conditionof pollution transfer, and twotypes of industrial transfer should betreated differently. In the second chapter took Wanjiang City Belt Demonstration Area asan example,after introducing the establishment background,significanceand current situation of undertaking the industry transfer from theeastern coastal areas, the article lay stress on the issue of the pollutiontransfer, such as the obvious trend of industrial investment distribution,the high rates of enterprise’s violations of environmentallaws,frequently occuring environmental pollution accidents.Finally, thearticle analyses the reasons of pollution transfer, s a total of sixreasons had been presented.The third chapter is the analysis of the case.The author went to HuayiWuwei Coal Chemical Industry in Anhui Province for field investigation,through summarizing the investigation data obtained, the articleintroduced the process of Huayi coal chemical project moved fromShanghai to Anhui. Inorder to prevent the pollution,Huayi adopted theadvanced production technology,strict management and high standard ofpollution control facilities.With more an more heavy chemical industryproject transfer to the central and western regions, Huayi can give someinspiration about how to deal with the pollution threat and environmentalrisk.The fourth chapter is to resolve problems, put forward some measuresto prevent and control the issue of pollution transfer in the industrialtransfer.
