Global warming has already become the focus of the international community.In order to gain a rapid economic growth, while reducing CO2and other greenhousegas emissions, British government proposed the concept of low-carbon economy forthe first time in2003. After nearly10years of efforts, low-carbon economy has beengradually moving from theory to practice. However, there is no uniform standard tomeasure the level of low-carbon economy development in practice at present.Therefore, reasearch on the evaluation index system of low-carbon economy hasbecome the primary task of the low-carbon economy development.Based on the connotation of low-carbon economy, research status at home andabroad and regional characteristics in Ta Hsing-an Ling region, we collected thestatistical values of22indicators which related to low-carbon economy from4aspects: economic development, energy consumption, social science and technology,environmental management. Then using gray correlation method,16indicatorsamong them were selected to build Ta Hsing-an Ling region evaluation index systemof low-carbon economy and a conclusion was drawn that over the past10years,low-carbon economy composite index in Ta Hsing-an Ling was between0.3642and0.5614, better than that in the national average. On this basis, GM (1,1) predictionmodel evaluation system was used for predictive analysis of each indicator. Theresult shows that although low-carbon economy composite index steadily improvedfrom2011to2020in Ta Hsing-an Ling region, the advantage of the national averagegap is shrinking each year and regional resource endowments and environmentalquality advantages gradually fade.In order to maintain the development of demonstration in low-carbon economyin Ta Hsing-an Ling,7indicators which predictive values were below the nationalaverage were selected according to the GM (1,1) model predictions. In addition,combined with theoretical optimal results and the actual situation in Ta Hsing-anLing region, low-carbon economy index which is20%better than the nationalaverage in2020was chosen to be the development goals and uniform design methodwas used to create optimization program. In the end, by comparing the optimalconditions of each indicator in the alternative scenario, optimization programfinalized from the contribution of indicators to enhance the difficulty, environmentalmanagement, capital investment and other aspects. After optimization, low-carboneconomy composite Index in Ta Hsing-an Ling region is0.8100in2020,16.3%higher than predictive value which is0.6964,20.41%higher than that in the nationalaverage. In view of the regional development problems that exist in the process, wecombined the optimization program with from four aspects: improving economiclevel, improving the living, adjusting energy structure, strengthening environmentalmanagement to propose regional low-carbon economy development measures andcountermeasures.
