Research On Construction Of Solid Waste Comprehensive Treatment-industrial Park Based On The Circulation Economy Theory

Separated and scattered solid waste treatment facilities are facing a lot of problems such as site selection difficulty, great influence of environmental pollution, low reliability of separate operation and low utilization efficiency. In the contrast, based on the principle of recycling economy and nature, solid waste disposal facilities centralized within a specific district to establish a comprehensive treatment industrial park, which can form a closed-loop system through material and energy flow has become a new thought for solid waste treatment. This paper come up with the idea of building the comprehensive treatment industrial park of solid waste and take the city of Cheng Du as an example to puts forward the construction thought. Then we made an evaluation of the proposed industrial park through the assessment indicator system, which is established in this paper.The industrial park is composed of core zone and buffer zone. The core zone is a centralized disposal center for solid waste, which assembled the current representative processes of the solid waste treatment, and it can realize the "reduction","resource" and "harmless" of the solid waste at the maximum. The buffer zone which consists of service area, experimental area and research area, not only serves as a strong supporter for the development of industrial park, but also become a buffer area between the park and the external environment.Based on the "Eco-industrial park venous industry standards (for Trial Implementation)" HJ/T275-2006)", an assessment indicator system is proposed by selecting20evaluation index through investigating current situation of solid waste disposal, reviewing related literature, consulting specialists and referring to operation data domestic and overseas. Though the evaluation results of solid waste comprehensive treatment-industrial Park in Cheng Du and the existing virtual park, it has been demonstrated that the construction effect of solid waste comprehensive treatment-industrial Park in Cheng Du is well, solid waste reduction, resource, harmless effect was significantly better than the existing and virtual park, which is formed by the separated solid waste treatment facilities.
