China is the country which has the most sorts of rare earth resources in the world.The rare earth enterprise becomes more and more important with the increasing of therare earth applied in the field of new materials. The main problem in the process of therare earth enterprises development is how to determine the site selection and generallayout in the right of the development and production characteristics of the rare earthenterprises.1. Combining with the production requirements of rare earth enterprises, the uniqueinfluence factors of site selection on the rare earth enterprise are thoroughly deliberatedfrom three parts of region, place and location.2. Based on the related theories about general layout, the thorough study isperformed on the general layout of the rare earth enterprise. What’s more, through thetechnological flow sheet, the rare earth smelting process and the treatment for three“wastes” are introduced. Combining the technological flow sheet of rare earthenterprises with the production traits of buildings, the paper studies how to achieve therationally distinction for function areas, to probe the layout requirements of structuresbased on the wing and towards and to combine vertical design with general layout. Acombination of factors which include the width of the factory roads, the situation ofcomprehensive pipelines arrangement, the safe distance between the structures, plantgreen, the approach roads located both sides of roads, etc. determine the channel widthof the rare earth enterprise. The requirements of general layout for the auxiliaryfacilities are analyzed in this paper. In order to reduce the pollution which comes from the rare earth enterprise on the surrounding environment, the sensible environmentalgreening is undertaken combining with the characteristics of plants. Finally, thesestudies are applied to the general layout combining with an arrangement example.3. By combining the entropy method and AHP, the integrated weigh value isdetermined from the parts of qualitative and quantitative. Furthermore, the applicationof the TOPSIS model based on AHP and entropy weights is reflected to the schemeevaluation of rare earth enterprises. Then, the feasibility and the practical guidingsignificance of the improved TOPSIS model are verified by an example of generallayout.
