Comprehensive Assessment And Its Application On Safety Risk Of The Exporting Aquatic Food Products

At present, food safety is becoming one of the international research core topics, it not onlyincludes the relationship between the food sanitary quality and human health safety, but also isrelated to various aspects like food quantity, structure, trade, economy and society, etc. As foodsafety develops into a global trade problem, food safety risk analysis and control is graduallybecoming the guarantee of food security in a great many countries, and at the same time,implementing the important measures of trade protection. But currently, the food safety riskanalysis technology is mainly used in the macro management, rather than the micro managementin enterprise and government, because information source is difficult to gather, and practicaloperations are so complex. So the purpose of the research, the application of food safety riskanalysis technology, is to service for the micro management in enterprise and government.Regarding to the exporting aquatic product safety risk control, this paper determines thecomprehensive factors that impact aquatic product safety risk, based on the detailed analysisabout the influence of the key elements and action principle in product management andinternational trade, and set up risk assessment model which can be applied to exporting aquaticproduct safety risk, in accordance with the qualitative and semi-quantitative analysis method,and use it as the core, and based on the food safety risk analysis mechanism, the paper discussedthe evaluation model based on that, the export aquatic products risk management and riskcommunication establishment, which provides new thoughts and methods in the practicalapplication, for aquatic product enterprises and related government regulators. This paper mainlyincludes the following aspects:First of all, this paper expounds the basic framework of the food safety risk analysis theory,as well as the international practice of food safety risk analysis system structure, and discussingthe application of the international food safety risk analysis theory and the food safety riskassessment technology.Secondly, a detailed analysis the composing of the export aquatic product safety risk, andthrough to the safety risk and control between cost, as well as the relationship between all thefactors of safety risk, to summarize the key elements that influence aquatic food safety risk ofexporting.Thirdly, make sure the export aquatic product safety risk of comprehensive evaluationparameters, based on the analysis result of key elements about export influence aquatic food safety risk, and on this basis, use risk decision tree and analytic hierarchy process (AHP), set upthe export application of aquatic products safety risk comprehensive evaluation model, showingthe model in the practical management application method, through the actual case in this paper.Last but not least, with safety risk comprehensive evaluation model as the core, subject tofood safety risk analysis theory, the paper discussed the application framework in exportingaquatic product safety risk control process, risk management and risk communication. Accordingto the comprehensive risk assessment model as the core of the comprehensive risk management,provides new ideas for the practical application of the analysis of risk management and HACCPsystem integration in enterprise management system.
