A Study On The Construction Of Comprehensive Disaster Warning System

With the continuous development of society and economy, the interactions between human beings and the society have become increasingly obvious. Global catastrophic disasters happen frequently, and they cause great losses to people’s life and property. Governments in many countries have realized the importance and urgency of establishing comprehensive disaster warning system. Although remarkable achievements have been obtained in recent years about disaster prevention and mitigation work, disaster warning system still exist some shortcomings in our country. There are lots of factors, such as, the disaster warning system construction in China starts late, the relative lack of talent resources, the early warning technology relatively behind, the early warning system worked as a single management mode, bad communications between functional departments and so on. Therefore, it is better to establish comprehensive disaster warning system as soon as possible. It has important practical significance in the following aspects, the comprehensive development of disaster prevention and mitigation, the building of a comprehensive disaster prevention and mitigation system, and comprehensive enhancement disaster prevention and mitigation capacity, the safeguard of people’s lives and property security, the insurance of comprehensive, balanced and sustainable economic and social development.Based on related theories of comprehensive disaster warning system research, this paper introduces the theory of international research results, analyzes the comprehensive disaster warning system construction experience of United States, Japan and Russia. It analyzes the present situation of comprehensive disaster warning system of local governments in China, including the shortcomings and the reasons, and it also points out the direction of the building of a comprehensive disaster warning system. On this basis, it plans comprehensive disaster early warning information system solutions, and studies the system target, system function, overall structure and so on. Finally, based on the above research and combined with the actual situation in Jiangsu province, it puts forward relevant countermeasures and suggestions of comprehensive disaster warning system of Jiangsu in following aspects, the construction of organization system of comprehensive disaster warning system, institutional guarantee, the construction of information system and information publishing platform, disaster awareness, and resource security and so on.
