Natural gas is a efficient fossil energy, All the countries in the world pay more andmore attention to the exploitation and utilization of natural gas. A global point of view,thenatural gas is more than the oil. The development of natural gas has the adequate adequateresources. The natural gas will become the world’s largest consumer of energy by the2030.It plays the role of a bridge in the field of new energy. In China,the natural gas ismainly distributed in the western basin. most of the gas fields is complex in the geologicalstructure it is very difficulty to exploration.It has frequent accidents in the developmentprocess. In order to control the accidents,we must build a major accident emergencymanagement system, establishment of major accident scene monitoring and early warningplatform. We should establish the accident monitoring and warning platform.GIS is becoming more and more mature in emergency management applications.Inthe process of study and practice analysis,this article takes many methods. By takingArcgis Engine as exploitation basis,C#as exploitation language, MS SQL2008as systemdatabase,an high H2S gas fields of emergency management system is designed. Thesystem consists of six subsystems: the map operation subsystem; the knowledgemanagement subsystem; The scene of the accident monitoring subsystem;the forecast andearly warning subsystem; the digital plan subsystem.The map operation subsystem ismainly responsible for real-time operation. the knowledge management subsystem ismainly responsible for the enterprises and institutions, administrative areas, residents andother related information management. is mainly responsible for the weather station set,The scene of the accident monitoring subsystem is mainly responsible for gasconcentration sensor setting and location management. the digital plan subsystem is mainlyresponsible for and maintenance. the management and maintenance of digital emergencyresponse plan.Through the emergency command head,the subsystems work together forthe command head.The system has the following characteristics,1.the real-time data2. Rapid predictionof hydrogen sulfide3. convenient for emergency notification. The system for China’s highH2S gas field production safety to provide technical support, at the same time, it helps toimprove our ability of emergency in high H2S gas fields.
