With the rapid development of chemical industrial park (CIP) as well as to bring pressureon work safety, in the event of accident, it would bring tremendous impact and harm tosociety. Safety management of CIP should not only strengthen the early warning andemergency management, but also should improve accident emergency recovery management,optimize the recovery processes, which would reduce the accident loss and influence.However, the research work in the construction of accident emergency recovery and therecovery capabilities assessment of CIP is not yet mature, which had not formed a set ofindependent accident recovery system. In this paper, draw the mechanism of immunerestoration,the research of CIP’s accident emergency recovery from the following fouraspects:1) The accident emergency recovery mechanism of CIP based on immune restorationwas analyzed. From the fronts such as function, structure, action mechanism and environment,the similarities between immune restoration system and accident emergency recovery wereidentified, and elaborated emergency recovery processes and mechanism. The emergencyrecovery processes were consisted of post-processing stage, long-term recovery andreconstruction stage, crises into opportunities. Increase the quantity and types of the accidentemergency recovery factors, it would contribute to the efficient operation of the emergencyrecovery.2) The index system of the degree of accident emergency recovery for CIP based onimmune restoration was established, and the weights of indexes were calculated. Learning"immune self-healing" and "immune reconstruction" of immune restoration system, andcombined with the characteristics and function of accident emergency recovery of CIP,25indexes were used to measure the degree of accident emergency recovery for CIP. Theweights of indexes were obtained by using the IAHP, expert investigation questionnaires,MATLAB and Excel.3) The assessment model and its software system development of the degree of accidentemergency recovery for CIP were designed. According to adaptive and dynamic characters ofaccident emergency recovery of CIP, the multilevel gray evaluation method used to establishthe assessment model, and the multilevel gray evaluation model could quantitative analysisdifferent levels of the index system of the degree of accident emergency recovery. In order toefficiently and accurately assess the degree of accident emergency recovery, the degree of accident emergency recovery software system based on gray theory was developed.4) The assessment model and its software system of the degree of accident emergencyrecovery for CIP were applied into measure the degree of accident emergency recovery forone CIP. Engineering application is applied for a CIP in Huizhou which is chose as theresearch object, Carried out to investigate accident emergency recovery management of CPIon-site, and analyzed the survey data, and using grey evaluation model and software systemsfor application. Carried out the comparative analysis of the assessment results and the realsituation, and the validity and reliability of the gray assessment model and software systemare tested, then analyzing the shortage of the accident emergency recovery management andthe effective feasible countermeasures were put forward.
