Chemical industrial park is a special industrial cluster, generally consist of dense chemical enterprises and supporting service facilities. The main products and raw materials in chemical industrial park is hazardous materials, which is dangerous with characteristics of flammable, explosive, toxic and radioactive hazardous etc. Therefore, once the accident will happen, it comes a seriously consequence. With the continuous development of China's chemical industry, the production capacity and size of chemical industrial park expands. Adjacent chemical companies in the event of accident, can cause domino accidents, which cases severity consequences. In this case, we must determine the scheduling object, clear the relationship between accident object and scheduling object, and then establish a scheduling model. Therefore, main research content is as follows:1?Research on the construction of PERT-centric emergency response system for accidents in chemical industrial park. The emergency response system needs to adapt to the development of the chemical industry park to enhance the ability of emergency disposal. In this article, the characteristics and hazards of chemical industry park are firstly analyzed, based on People Oriented philosophy and combined with the experience of foreign emergency rescue system, the current emergency rescue system in China were discussed. Framework of a professional emergency rescue team as a core (PERT-centric) of the accident emergency system. And under this system, incentive mechanism of quantitative reference and a certain learning mechanism is get. Therefore, the system can fully mobilize the enthusiasm and creativity of the rescue team, which can adapt to the development of the park, and bring more positive impact on the improvement of the response system itself.2?Game analysis on government supervision of chemical industrial park emergency rescue service. In this paper, we introduce a Game Theory model to solve the problem of chemical industrial park hazardous materials accident emergency rescue service problem under government supervision. The model describes the economic relationship between production enterprises and emergency rescue service enterprises under government supervision. And Combined with the characteristics of dangerous chemicals accident in chemical industrial park, we establish a game model. According to equilibrium solutions of the model, we analyze players'behaviors in different policy. The results show that supervision policy related to rescue team's security capacity. Based on these analyses, some regulation policies are presented to improve the safety level of emergency rescue service in chemical industrial park.3.. Emergency rescue scheduling problem under time window in chemical industrial park. Chemical industrial park of emergency scheduling problem due to the urgency of the time and the domino accidents, different from other scheduling problem of a major incident. To arrange scheduling decision chemical industrial park in the dangerous chemical accident, this paper established the time window constraints of chemical industrial park of emergency rescue group scheduling model. (2) The relationship between the emergency rescue team and the accident enterprises in the Chemical Industrial Park, is economic relationship of the principal agent. In this relationship, the size of the government's supervision should be based on the size of the emergency response team. (3) Emergency rescue teams play an important role in the process of emergency rescue in the chemical industrial park. The emergency team scheduling model, which is based on the mixed time window, can quickly and effectively realize the emergency dispatch.
