In this article, the characteristics and hazards of chemical industry park are firstly analyzed, based on People Oriented philosophy and combined with the experience of foreign emergency rescue system, the current emergency rescue system in China were discussed. In this paper, we introduce a Game Theory model to solve the problem of chemical industrial park hazardous materials accident emergency rescue service problem under government supervision. The model describes the economic relationship between production enterprises and emergency rescue service enterprises under government supervision. And Combined with the characteristics of dangerous chemicals accident in chemical industrial park, we establish a game model. According to equilibrium solutions of the model, we analyze players'behaviors in different policy. The results show that supervision policy related to rescue team's security capacity. Based on these analyses, some regulation policies are presented to improve the safety level of emergency rescue service in chemical industrial park.3..
