In Petrochemical Industries there are filled with poisonous, hazardous, inflammable and explosive materials, which easily leads to dangers. Therefore, it is very necessary to design and implement a Safety Instrument System to protect the safeties including equipment, process and workers. Meanwhile, it is more and more strict to control the quality of petrol products including the diesel process with the human’s stronger awareness of environmental protection. In order to meet the needs of such a kind of petrol products like diesel and safer production, Safety Instrument System for Sinopec Gaoqiao Petrochemical Brand Company diesel oil refining process is designed and implemented in the thesis to produce the ultra low sulfur diesel(ULSD) with sulphur10ppm that meets the requirement of the future international standard.First, the dynamic development of Safety Instrument System on the world is analyzed based on the process of Diesel Oil Hydrofining Unit newly built with annual2.6million Tons in Sinopec Gaoqiao Petrochemical Brand Company, And, the unsafe factors in the process of diesel hydrofining unit is further analyzed. Based on the design principles of Safety Instrumented System, using Trusted TMR SIS provided by ICS Triplex Company designs Safety Instrumented System for Diesel Oil Hydrofining Unit newly built with annual2.6million Tons in Sinopec Gaoqiao Petrochemical Brand, including its hardware and software. Also, its relevant implementation and application are conducted in the paper.The result of the system’s implementation and application for this unit shows the designed SIS system can be run normally and meet the requirement of design safety. Apparently, the contributions in this paper is helpful to produce lower sulphur diesel with high quality and high safety, which has an extremely far-reaching and positive social significance for economical, ecological environment’s development in Shanghai and Yangtze River Delta area.
