The construction of distribution network below10kV takes up a great proportion in the whole cities, due to the long-term operation which exposure to the outside of these power lines and electrical equipments, a new challenge on the safe and stable operation is brought. The stable operation of the distribution network is related to the stability of the entire urban power supply, and is also related to the daily life of public people.The role of the inspection work is to monitor timely and master the operation of power lines and electrical equipment, find defective and hazards of equipment and propose specific maintenance programs in order to eliminate defects and prevent accidents, thus to ensure the reliability of power supply and stability of power system, as well as realize the target of’safe, efficient, more supply, less consumption.’The previous inspection was mostly artificial which was inefficient, heavy operating, as well as big consumption of resources.This thesis mainly take Hangzhou municipal electric power bureau as an example, aiming the actual situation and characteristics of patrol work of lOkV distribution network, proposed the intelligence patrol system based on GIS, GPS, SCADA, DMS and a number of high-techs. Constructed the power load model,the capacitor model, the distribution line model, the switch model, and the distribution transformer model, used the main algorithms as forward and backward substitution method, designed these modules such as the GIS module of distribution network, the data acquisition and supervisory control module, the data acquisition module for patrol Inspection, the production management module, the GPS positioning monitoring module for patrol vehicle etc. The design and implementation of the system established a reliable and convenient information platform for the power patrol work, and provided the decision making basis of scientific power scheduling and safe operation of network, and greatly reduced the labor intensity, saved the labor costs, and improved the work efficiency, as well as strengthened the safety factor. The results of research can further improve the management level of the council of distribution automation system, so as to be the most direct way and solid support for enhancing the competitiveness of enterprises, and realizing the leapfrog development of the city power.
