Nowadays,the national economy has been developing steadily and rapidly,the demand for electricity in the whole society has been increasing day by day,and the distribution network construction projects have been on the increase.10kV and below distribution network projects are viewed as important facilities of being presented directly to customers,taking social responsibilities,serving the local people's livelihood,and promoting economic growth,whose construction management is imminent.However,the projects of lOkV and below distribution network in China have always been a weak link in the construction of power engineering.There are still many problems in the process of engineering construction,and once a problem occurs,the consequences will be disastrous.Therefore,it is necessary to systematically study a set of control project suitable for distribution network construction projects of lOkV and below,which is of great significance in ensuring the smooth progress of the projects,ensuring the safe and stable operation of the projects and providing the society and people with safe and reliable power.Therefore,based on the research results of modern project management theory and method,combined with the actual situation of lOkV and below distribution system management,taking the mechanism of interaction into account between schedule and costs,starting from the whole process of engineering construction,the article establishes a comprehensive control project from quality,schedule-cost and safety three aspects,and then uses the analytic network process(ANP)to evaluate the implementation effect of control project established in this subject,a scientific and effective control system of 10kV and below distribution network engineering construction is established.As for the control of engineering quality,the PDCA cycle quality management mode of"plan-implement-check-treat" is adopted in the paper.The quality problems are found firstly,and 4M1E method is adopted to analyze the main factors that cause quality problems in the project and making a measure plan is necessary.And then we implement the plan,check the results,summarize the disposal finally,and put the unresolved issue in the next cycle.As for the control project progress-cost,earned value management method is mainly used.It can ensure that the progress of the cost and schedule at a single time point can be expanded to the progress of the cost and schedule of the work done during the project's progress,which helps to form cost and schedule management trends.And then this article analyzes the deviation of schedule and cost and the performance indicators,analyzes the causes of deviation,and takes targeted corrective measures.As for the management control of engineering safety,check list method,accident tree method and the like are used to identify the safety risk factors of each phase of the project,and then operating condition risk assessment method are adopted to assess the level of risk for these safety risk factors,according to which,the appropriate security risk control strategies are selected.Finally,the paper takes the distribution project of 110kV ×× variable lOkV line of Henan Province as an example to carry on the empirical research,the results show that the control system in engineering construction of lOkV and below distribution network established by this institute is scientific and effective,proves its practical value,and provides a new research field for the research on the management mode of lOkV and below distribution network in our country.
