So far, IEC61850standards are the latest and the only effective international standards about Substation Automation Communication. Domestic applies series of DL/T860standards equivalent to IEC61850. IEC61850set the customer demands as a starting point, the interoperability as a primary goal. The standards design engineering applications carefully and also have a long-term plan in the range of techniques, system interface and the long-term applicability.Up to now, several abroad and domestic enterprises have already carried out the research and application of the standards. During the formulation process of IEC61850standards, there are many demonstration projects used to verify and further improve the standards in the United States, Germany, Holland and some other countries. AREVA, ABB, GE and other enterprises involved in the formulation process of IEC61850standards started the research of related technologies in Smart Substation earlier. At present, many domestic manufacturers including the Beijing Sifang, Nari technology and XJELECTRICCO etc. have already launched the studies of the standards and introduced the intelligent electronic equipment and systems based on IEC61850.The220kV Yunhui substation of Hangzhou electric power bureau is the first pilot Smart Substation the State Grid applied in Zhejiang Province. The substation fully adopts IEC61850standards, takes advantage of intelligent primary devices. It also applies the merging units to collect current and voltage from electronic transformers as well as uses the intelligent terminals to achieve tripping circuit and gather the signals of the circuit breakers and isolating switches. The station is divided into three layers:the station level, the bay level and the process level. Devices in the station level contain monitoring and control devices and RTU. Devices in the bay level include protection and control equipments. Devices in the bay level involve transformers, circuit breakers, isolating switches, electronic transformers and other equipments belong to the primary devices. The networks in the substation are SV, GOOSE and MMS. The relay protection system adopt point to point mode.This issue sets the engineering application of Smart Substation as the main line. It mainly studies the scheme selection and implementation process of IEC61850based on Smart Substation and sums up the engineering applications experience in the220kV Yunhui substation. This paper first introduces the architecture and the network modes of Smart Substation. It analyses the engineering applications based on IEC61850.Then it describes how to configure Smart Substation SCD file in details. Also it introduces the advanced applications adopted in the substation, such as the sequence control as well as the intelligent alarm. Finally, compared with the traditional substation, it presents the security measures of the outlet circuits in Smart Substation.
