Urban road traffic system is an important guarantee of social and economicdevelopment. Urban road network will be affected by various of weather conditions asan Infrastructure facilities under natural conditions. This paper analyzed thecharacteristics of traffic flow in urban road traffic system under snow and ice weather.Based on the survey data of various parameters and with the theory research and fullydata support this paper discusses the urban road network stability under snow and iceweather, aiming at lying the corresponding theoretical basis for calculation andevaluation of city road network reliability.This article firstly make comprehensive analysis of the snow weather itself andthe affection on traffic environment. this paper separated the urban road network intotwo units, links and intersections. Based on the data this paper proved the variationtendency of traffic flow parameter under snow and ice weather.Secondly, Based on the analysis of the variation tendency of traffic flowparameter and regression, presented corresponding models to calculate their travel time.With a Systematically review the travel time reliability model pre-existing, this paperintegrated the advantage of previously work and built the link and section expectedtravel time model, offering the guarantee for solving of travel time reliability. Thispaper also analyze the urban road traffic system travel time reliability under snow andice weather step-by-step based on the integrated unit of urban road.Finally, a double-layer model which express the capacity recovery programoptimizing is given, whose upper layer aims at maximization of the urban road trafficsystem travel time reliability, and the lower level solving the traffic volume assignmentproblem. To propose the preferred plan and providing a theoretical basis for decisionmaker by solving the model.
