The Historical Famous Towns Protection And Development Study Under The Perspective Of Urban And Rural Plan As A Whole

History culture famous town have double feature of the "historical and culturalheritage" and the "rural settlements ". Therefore, the healthy development of the historyculture famous town must pay attention to planning the historical and cultural heritageprotection as well as the coordination of urban and rural development as a whole.Transformation at present, China’s urbanization is in the critical period of development,especially for three reasons:our country unprecedented attention to urban and rural planas a whole,"the ancient town tourism","rural tourism","ecological tourism" hasbecome a new tourism hot spots, historical and cultural town protection anddevelopment is faced with a dilemma.Therefore, setting up comprehensive, coordinatedand sustainable scientific development view for the famous historical and cultural townsis coming just at the right time.In order to expand the research field of vision of urbanization healthydevelopment,as well as provide useful principled and methods for the scientificprotection and utilization of historic and cultural town,the paper launched a series ofresearch of urban and rural plan as a whole, history and culture town, tourist town inacademic dynamic and construction practice. Through the theoretical induction andpractical reflection,the paper tries to answer why choose this perspectives(view);Whatis the famous historical and cultural towns in perspective of the urban and rural areas asa whole(values);How to implement these (methodology).First of all, based on the reading of traditional protection plan,as well as doublefeature of famous historical and cultural town,paper thinks that isolated, static,technical guidance protection methods of traditional heritage conservation andutilization, unable to meet the comprehensive, coordinated and sustainable developmentrequirements under the guidance of the overall strategy of urban and rural plan as awhole. Therefore, This paper puts forward that historical and cultural town,not onlyshould change the mind from “protection for protection” into ‘’coordinating ofprotection and development”,but also should implement protection concept updateunder the perspectives of urban and rural plan as a whole,which from the followingthree aspects:overall perceived value characteristics,development view,higherstrategic basis points.Secondly,considering the development of the historic and cultural town is affected by two factors:the strategy of urban and rural plan as a whole,and the constructionboom of tourism small town,the paper studied systematically on national strategicpolicy in the new period and practical experience of tourism small town construction.On this basis, the paper concluded six big construction goal:regionalcoordination,synchronous development between urban and rural areas,industry’sinteraction and integration,spatial strategic coordination,social environment rely oneach other as well as government administrative cooperation.Finally, in order to implement urban construction goal,combining with severalexamples, this paper discussing the regional symbiosis theory which pay attention tohold the direction of the urban development in regional urban system; urban and ruralcoordination theory which pay attention to historical and cultural heritage protectionand utilization in town domain range to promote the overall configuration of resourcesbetween urban and rural areas; industrial convergence theory which pay attention tobuild a trinity system of non-agricultural industries constituted of tourism industry,modern agriculture, as well as villages and towns characteristic industry; Spacecoordination theory which pay attention to coordinate spatial development strategyguided by the tourism features, industry layout, and land consolidation. Contextinheritance and creation theory which pay attention to incorporate historical and culturalheritage into urban construction by the form of context in series, which can demonstrateits social, cultural, ecological and other comprehensive value.
