Effectiveness Evaluation Of Response Measures Of Emergency Plan For City Flooding

Emergency plan for city flooding is an important tool of urban flood control, itseffectiveness directly affect the efficiency and effort of urban flood control. In2011，136cities were flooded in China, such as Beijing, Wuhan, Chengdu, Nanjing,Hangzhou. The practice of urban flood control has proved that the effectiveness ofcity flood control emergency plan is insufficient.Combined with the response practice, we select emergency plan for cityflooding as research object. Through analyzing the structure and mechanism ofemergency plan for city flooding, we find out the factors that affect its effectiveness.Then we construct effectiveness evaluation system of which, which includeseffectiveness evaluation of emergency planning, effectiveness evaluation ofscenario planning, effectiveness evaluation of main responsibility, effectivenessevaluation of resource guarantee and effectiveness evaluation of response measures.This paper focuses on the effectiveness evaluation of response measures, whichincludes the completeness assessment and rationality assessment. Basing onemergency management theory, analyzing practice of urban flood control ofdomestic and foreign in recent years, using fishbone diagram analysis and theanalytic hierarchy process, we construct the index system of completeness evaluationof response measures, and then determine the index weight and establish ofevaluation model. Based on completeness analysis and fuzzy analytic hierarchyprocess, we construct the evaluation index system of rationality evaluation andestablish relevant evaluation model.We take an emergency plan for city flooding as the instance and put forwardimprovement suggestions. It is proved that the evaluation index and model is feasible.This article not only suggests new ideas for effectiveness evaluation of emergencyplan for city flooding, but also provides theoretical basis for the planning andperfection of which.
