Chinese historic districts have the worrying the disaster prevention CurrentSituation, and are facing the complex type of disaster. Japan, which is narrow strip ofwater with China, has a similar architectural history and our country, however, theprotection of the historic district in Japan is much earlier than in China, no matterfrom the disaster prevention system, disaster management or disaster preventiontechnically, Japan is more detailed and complete than China. So it has been anurgency of urban planning that how to be aware and understand the disaster risksecurity planning of historic buildings in Japan, can make its advantage be applied tohistoric district disaster planning.This study is a basic research of the subject " The Comprehensive Security Basedon Historic Buildings in Densely Populated Areas with the Dynamic SimulationSystem "(51178297). Based on the systematic and scientific comparison and referenceto advanced planning theory, technology and practice of disaster risk securityplanning systems at historic buildings in Japan, explore the historic district disasterplanning development trends. Explore prospectively the improvement of the disasterprevention planning system, the strengthening of the system construction, investmentof disaster prevention facilities, enhancing public disaster prevention education andparticipation, the implementation of the technical approach and the security system, togetting the reference and inspiration to establishing a scientific and reasonable districtdisaster planning system in Chinese historic districts.Firstly the article summarizes the type of common disaster risk at historicbuildings in Japan, and systematically summarizes the concept of disaster preventionand developing process of planning system. Secondly expounds the Characteristics,development of methods, survey system, topics, basic principle, content, and businessplanning of disaster risk security planning systems at historic buildings in Japan.Thirdly discusses the development of disaster prevention technology in details,analyzes and compares Japan’s ancient and modern disaster prevention technology,which is applied at historic buildings. Fourthly it takes practice case studies of historicbuilding disaster risk security plans like Chion-in Temple and historic buildings inSasayama for example to make a operational comparison. At last, contrasts thesimilarities and differences of the historical region protection system and disasterprevention system in China and Japan, summarizes reference meaning to China ofJapan s experience about disaster planning, disaster management, disaster prevention,education and publicity at historic buildings.
