Analysis And Reference Of Japan's Energy Security Policy

Japan is a country with an extreme shortage of energy resources.Almost all of its fossil energy needs are dependent on imports,and its dependence on foreign countries is very high,which has natural potential energy crisis.However,by formulating and implementing a series of energy security policies,Japan has not only broken through the bottleneck of domestic energy shortage,but also developed into the world's second largest economy.Japan has demonstrated that the country's energy constraints can be addressed through policy design and institutional arrangements.For a series of energy security issues facing China at the present stage,Japan's mature and unique energy security policy system has positive reference significance for China's energy security and sustainable energy development.Taking Japan's energy security policy as the research perspective,this paper firstly discusses the background and reasons of the historical evolution of Japan's energy security policy after world war ii,after the oil crisis and in the new century vertically and chronologically with the empirical research method of history.Then it discusses the Japanese energy security policy and measure system in the whole process of energy production,circulation,consumption and sustainable.It includes foreign policies on energy security and energy reserve corresponding to energy production and circulation,energy conservation and environmental protection corresponding to energy consumption,and new energy policies corresponding to energy sustainability.In the analysis of Japan's energy security policy,the policy system and policy process of Japan's energy security policy are analyzed mainly using the theoretical method of public policy discipline.In the policy system,it mainly analyzes the policy environment,policy subjects and objects of Japan's energy security policies.In the policy process,it mainly analyzes the process overview and process characteristics of the formulation,implementation,evaluation and termination of Japan's energy security policies.Finally,as China is also facing a series of energy security problems at the present stage,based on the analysis of Japan's energy security policy,the paper puts forward policy optimization Suggestions for China's energy security policy.
