Historical districts, representing the history and culture of a country,areimportant urban districts and legacy, have a tremendous value of protection. However,historical districts are facing harsh threats. The material and structure of historicaldistrict is fragile and easy to be burnt down. With the progress of modern civilization,people’s life style has been fundamentally altered, which leads to the historical districtbeing unadapt to modern life. Furthermore, historical district is threatened by disastercausing behavior. From the perspective of public evacuation safety, the essay appliesSTEPS software to simulate the behavior of the citizens, analyzes safety extent ofevacuation, and makes modification to protect plan. In this way, the harm of disasteris reduced.The essay abandons the tradition way of historical district public evacuationanalysis,and applies software to analyze the problem. The essay is divided into fourparts. First part of the essay is an introduction, which constructs the structure of theessay. The second part analyzes the character of public evacuation and disasters inhistorical district; The third part analyzes the principle of CA and the technicalmethod of STEPS software. The forth part analyzes the basic applying methods,characteristics and safety element of the STEPS software in historical district. Thefifth part takes Zoumatang village in Ningbo for example, and researches into itsevacuating safety extent, and raises corresponding strategy and proof.In the progress of simulation, Time, Usage, Exit Potential are three key standardsto judge the rationality of evacuation for both the current village and the planed one.For one district, when evacuation time is shorter, Usage is lower, evacuation path isshorter, Exit Potential is lower or Exit Potential is distributed more equally, then therank of safety of evacuation for this district is higher.
