There exist some problems in the current regional energy planning in China: firstly,the regional energy planning lacks enough depth;secondly, repeated computation takesmuch, the work efficiency is ralativily low;thirdly, the scheme selection is conductedwith large part of blindness, namely the systematic selection method is in seriouslyshortage.Therefore, the author tried to introduce the theory of modular design tooptimize the process of regional energy planning, shorten the production cycle ofregional energy planning, and normalize regional energy planning, so as to promote therevolution of regional energy planning.This study took the problems of current regional energy planning in China as astarting point, and gradually explored solutions.Firstly, this study reviewed the theorysystem of the regional energy planning, defining it’s concept and function, determiningit’s positioning and planning principles,and clearing the technique route of regionalenergy planning.Then this study introduced the theory of modular design, through deep analysis tothe theory of modular design.Compared with the characteristics of regional energyplanning,this study found that there are certain anastomosis in the technical routebetween them.So the preliminary feasibility demonstration of the modular design of theregional energy planning process was carried on.Then with the modular design theory as the theoretical basis, module dividing ofthe regional energy planning was conducted according to the system division andstructural classification.For function module dividing, the study used system functionaldecomposition, and got20functional units.Then the study obtains three functionallevels by ISM analysis.Finally,combined with the structural classification of functionalunits (input interface, operational structure, logic output interface), the planning systemwas divided into6functional modules, namely the basic parameter input module(Parameter), energy load calculation function module (Energy Load), resource potentialcalculation function module (Resource Potentiality), the energy supply and demandresults output module (Supply&Demand), the optimization of energy system allocationfunction module (Optimization), energy planning scheme output module (PlanningScheme). Based on the above6function modules, the regional energy planning model"PERSOP" was obtained. Then the6function modules of “PERSOP” model are explained individually. theoptimization of energy system allocation function module (Optimization) included aoptimization function,given each evaluation index’s weight of energy system.
