China’s economy continued to maintain a rapid growth. Although the construction has made great achievements, the cost of the huge resources and environmental damage are paid. The increasingly acute contradictions between economic construction, resources and environment and began restricting economic development. Looking to the "12th Five-Year" development blueprint of China, the state have tried to promote the adjustment of economic structure, transform the mode of economic development, and vigorously promote the implementation of energy saving technology.Qinghai Oilfield base is located in the Seven Mile town of Dunhuang City, Gansu Province. Greatly due to Dunhuang City depths inland and winter heating cycle length, the temperature is different between day and night. More base communities, existing boiler room heating dispersion, and the pipe network is not interconnected between the boiler room. The heating efficiency is not high, it is particularly important in the rational utilization of the heat source. After a brief introduction of the DCS, PLC, SCADA system, the more variable for the base heating boiler room detection, observation points are more dispersed in the actual situation. By contrast, to alleviate the burden of control of each station control system, a centralized monitoring decentralized control SCADA system is designed to establish.Comparison of four design, according to the principles established in the SCADA system, the three modes SCADA system is established, including a total scheduling control center and four regional control centers and nine-station control system. Example of the third new district and the fourth district in three new districts, the boiler room of the third new district is disabled and two districts is supplied by the boiler room of the fourth new district on the basis of the supply line and the return line interconnection. When the external climate temperature rises, energy saving data is calculated and analyzed in the establishment of SCADA system. It is concluded that it is very necessary to design SCADA heating control system of the Qinghai Oilfield of Dunhuang base.
