Nowadays, there are severe forms of the problem of road safety, which was caused by traffic accidents in our country. Accident death rate has been always high. Investigate its reason; unskilled and even substandard drivers cannot be ignored. With China’s rapid economic growth, a lot of cars come into Chinese families. In this context, the driver training quality problem becomes more important. And for the driver training industry how to improve the quality of training are also increasingly widespread concerns by the community. Since the implementation of new regulations in2013, many deficiencies and shortcomings existed in former test have been exposed, thus the community’s attention about quality issues of driver training have been rising significantly.For many of the above problems, lots of the relevant laws and regulations were promulgated from all around. These laws and regulations focused around the management department of the driving school to supervise and control the training quality, and use of more scientific, effective and reasonable assessment model to effectively enhance the training quality, so that we can explore the promotion mechanism of improving the quality of driving school which suits for local characteristics. By using organization behavior theory, cost management theory and quality control theory, and taking the current situations of Changsha’s driver training industry into consideration, this thesis analyzes the problems existed in Changsha’s driving training and the influence factors of all aspects. Combined with cases and the current situations about driving training industry at home and abroad, this thesis found out the obstacles lies in laws and regulations, quality of coaches, the relationship between supply and demand, driving system and cost management mode. The A driving school needs to put forward a series of measures to enhance the quality of training from multi-angle and multi-form, including:innovation corporate culture, reform of human resources management system, taking performance incentives, increasing driving school capital investment, reducing operating costs and other methods. The significance of the article is on the basis of the improving training quality of A driving school, using human resource management research methods do a strategic study, then generalize the individual’s experience to the whole market, so that it could make a contribution to the whole industry.
