Since the implementation of West Development Strategy by our nation, the economy of western region has been developing quickly and people’s living standards has been improving constantly, which put forward higher requirements for rail transport. At present, mountain railways have low technical standards, poor equipment and slow running speed, which have intense conflicts to the increasing passenger transport and freight transport in the mountain area. The mountain area is rich in resources, especially all kinds of perishable goods, which have higher requirements for timeliness of transportation production. Special transport organization is needed for perishable goods.Under this kind of circumstance, if we want to change present situation by increasing speed of existing railway, it is difficult both from economy to technology. Building mountain high-speed railway is extremely urgent. Mountain high-speed railway has unique mode of transport organization, which development process will be from freight train dominated to passenger train dominated.Based on this background, work and research conclusions in this paper are as follows:(1) Section passing capacity calculation methods of high-speed railway of total high-speed, high-middle mixture and high-middle-low mixture modes were analyzed; passing capacity calculation methods of passenger train dominated and freight train dominated were proposed under passenger-freight mixture mode.(2) The deduction coefficient of non-stop single passenger train, stop single passenger train and multi-passenger trains was analyzed in freight train dominated passing capacity calculation. The difference of deduction coefficient by different group painting ratio y, the quantity of group painting trains k and correction coefficient φ was obtained by comparing group painting and non-group painting of passenger trains. On the basis of previous studies, freight train dominated was defined, which means the quantity of freight trains is more than40and annual passenger and freight volume is more than20million tons.(3) The deduction coefficient of stop high-speed trains of total high-speed mode and middle-speed trains of high-middle mixture mode was analyzed in detail in passenger train dominated passing capacity calculation. Train interval time, stop time, number of stops, segment length and velocity difference, which have influence on deduction coefficient were studied. The main conclusions are as follows:1) The deduction coefficient of middle-speed or low-speed trains increases with the increase of stop time, number of stops, segment length and velocity difference. It is recommended that running through high-speed trains as many as possible when stop time is sufficient. Segment length and velocity difference have great influence on deduction coefficient. Segment length should be not more than100km and low-speed trains which have large difference with high-speed trains should be running small amount.2) Running more middle-speed or low-speed trains between high-speed trains all have this law: when group running quantity of middle-speed or low-speed trains is between0and15, the deduction coefficient decreases fast; when the quantity is more than15, the deduction coefficient decreases much slowly. Under this law, when the quantity of middle-speed or low-speed trains is under15, it is recommended that they should be centralized or group running.3) The deduction coefficient of running more middle-speed and low-speed trains between high-speed trains could be calculated as the formula of running more low-speed trains between high-speed trains and the middle-speed trains could be simplified as low-speed trains.(4) Running through freight trains originated at one loading point as passenger trains to transport perishable goods was put forward and the deduction coefficient of different speed trains combination was analyzed. Four train running modes were proposed and passing capacity of each mode was calculated. Through capacity analysis, the quantity of freight trains between passenger trains was recommended under the circumstance of the total quantity of freight trains was10,20and30.
