Research On Standards For Flash Flood Monitoring And Warning System

Flash floods is due to heavy rain, melting snow or other reasons outburst flood-control facilities in the mountain river and creek formed by storm surge flooding and falling incidental landslides, avalanches, mudslides in general.China is a mountainous country, about2/3of the whole land area is mountainous area, the main climate is East Asian monsoon climate, and the range of hard rain is wide. Monsoon climate determines the nonuniform of time and space in our country, the highly centralized flood season, frequently flash flood disasters, especially,the flash flood caused by hard rain is mostly common in our country.In order to defense flash flood disasters and reduce death and hurt, the state of flood control headquarters office develops the pilot of flash flood disasters prevention in103counties from2009. In2010,it quickly carries out "National regulation of the flash flood prevention",and develops the construction of flash flood disasters prevention nonengineering measures in2058states of the whole country. The main constructions include monitoring system, monitoring and early warning platform,early warning system, prevention. According to "National medium and small rivers and dam reinforcement, flash geological disaster prevention and integrated management master plan",from2013to2015,it will develop the research and estimate of flash flood disasters,completing of nonengineering measures,and the training of mountain river.In the standard systems of water industry,there are more related standards about the construction of monitoring system.However,the special construction contents of flash flood disaster prevention,such as early warning system,monitoring and prevention lack technical standards and norms supports.This pater cards the construction contents of flash flood disaster prevention system comprehensively combined the flash flood disaster non-engineering measures construction content and analyzes all aspects of the existing standards,norm and technical documents,and summarizes the contents which need to be regulated. Researches and analyses of flash flood monitoring and warning system of standardization needs from the seven aspects of flash flood disaster investigation,monitoring system,monitoring and early warning platform,early warning system,data sharing,project management and the monitoring and the monitoring and prevention.This paper puts forward standard system of flash flood monitoring and warning system framework preliminary and provides reference for the establishment of standard system of flash flood monitoring and warning system.As a typical study for the monitoring and early warning platform,analysising the database and software function construction in monitoring and early warning platform need to be regulated.Finally,summarized the main research results and proposed the future researches.
