With the rapid development of cities,it not only brought huge economic and social benefits but also caused the water cycle process distortion and regional climate evolution.It brings enormous pressure to the ecological environment.All kinds of water problems have been increasingly emerging.whenever there is heavy rain during the rainy season,there are “after the rain to see the sea”.Now our country offer to vigorously promote the construction of the natural accumulation,natural penetration,natural purification “sponge city”,to save water,protect and improve the urban ecological environment and promote the cons truction of ecological civilization.Therefore,the Ministry of Housing and Urban-Rural Development organizes <sponge city construction guidelines — low impact development rainwater system construction>,the rain monitoring and early warning system is the basis of the sponge city and core part.In recent years,the urban flood control in Jinan is increasingly outstanding,and flood disasters are frequent.Construction of Jinan city,sponge is to build a modern rainwater control system,solve the springs dried up,frequent floods,water shortage,water pollution problems.The system of rain monitoring and early warning in Jinan,is one subject of sponge city ability construction and monitoring early warning and assessment.The system is based on the current situation of drainage system in Jinan city,the situation of water accumulation and analysis of the causes and problems of urban flood control,and the present situation of the urban flood control and scheduling system,fully analyzes the development level and advantages and disadvantages of rainwater monitoring and early warning system at home and abroad,upgrade the traditional command and scheduling system management mode,five core function modules are divided,such as rain monitoring analysis,flood re al-time displays,simulation analysis module,early warning decision support system module and planning for flood control,constructs scientific and efficient rainwater monitoring and early warning decision support system.Then the key technologies for development of the system: rainstorm flood simulation,application of GIS technology,database technology,heterogeneous data integration system construct,component software and Web publishing technology was studied,and according to the basic key technology,the design of rain monitoring and early warning system in Jinan.The system adopts hierarchical framework for design research,the software adopts B/S architecture model,makes the urban flood control and command staff who can undertake system access through a Web form,and carry out all kinds of flood monitoring and early warning operation,accurate real-time monitoring of rainfall information and hydrological information.Based on the monitoring data,the tendency and periodical analysis of the rainfall intensity of Jinan city,the operation of the drainage pipe network,the water accumulation of the road and the elimination of water logging in waterlogging were carried out.At the same time,the monitoring of drainage pipe network guides the design and evaluation of waterlogging planning,optimization of the scheme,and operation and maintenance.The monitoring of water logging in waterlogging can be used to analyze the effect of sponge city construction and provide data support for the assessment of sponge city.Through the simulation of optimized SWMM model,the inundation range,depth of water and water withdrawal time of the water under different rainfall frequencies are simulated,which provides support for emergency decision making in the case of rainstorm and flood conditions.The system of rain monitoring and early warning in Jinan,scientifically monitors measures the effect of construction of sponge city such as “permeability,hysteresis,storage,net,with”,which provides basis for the assessment of the construction assessment of sponge city in Jinan city and the scientific scheduling of city flood control.
