Water is one of the indispensable and renewable resources for human's survival society and economical development. However, with the rapid development of society and economy, the demand for water is increasing, but water resources is limited, in order to sustain the coordination of social and economic development under the limited water resources, leads to the research of water resource carrying capacity and sustainability of the development.In this research, after reviewing literatures at home and abroad on water resource carrying capacity, combine the features of geographical and water resource of Rao Heyuan, then obtain the research content and technical routes. First, analyzes systematically the definition and influential faction of water resources carrying capacity. Then make an analysis of integrated system of water resources and socio-economic, which is a complex system consisting social, economical, ecological environment and water resources system. According to this system's components, features and functions, and analyzes the relationship between the four subsystems. After selecting the index of the four subsystems, then receive the comprehensive evaluation index system. Finally, based on the evaluation index system, and after selecting the appropriate evaluation model and calculation method, make a calculation of water resources carrying capacity of Rao heyuan.In this study, under the years' data of Rao Heyuan, make a combination of prediction and analysis, then calculate the socio-economic development data and water resources carrying capacity of Rao Heyuan in 2006,2015 and 2020. AHP-based structure for multi-layer fuzzy comprehensive evaluation method is used to calculate the water resources carrying capacity of Rao Heyuan, and make a more objective assessment, according to the evaluation results, the enhancement measures are proposed,it can provide a theoretical basis for rational allocation of Rao heyuan's water resources and sustainable development.
