In recent years, seafood products with the characteristics of delicious, tender, nutrient-rich, attracted more and more people of all ages. However, with the human reckless fishing, fishery resources are gradually depleted, and the East China sea fishing job loss become common, in order to improve working efficiency, boats requires mutual assistance in fishing, but the existing equipment is difficult to complete. Some fishing boats for the fishing interests, even take risks, to break into foreign waters or fishing zones and fishing, but face the foreign law enforcement ship fines, and even arrested the fishermen, Fishermen was shot to death by the foreign law enforcement officers, Because of the company cann’t know fishing location in time, they are difficult in management and supervision. At present, fishing vessels are using GPS navigation and positioning equipment, by the end of2012, System of Beidou satellite navigation construction has made breakthrough progress, initially with navigation, positioning, timing and short message communication function in the Asia-Pacific area, which make it possible for us to replace the GPS system to build a low-cost, effective vessel monitoring system.This article analyses the current situation on the management of sea fishing vessels monitoring, the requirements on development of fishing vessel monitoring system, and the various technical support needed on the construction of fishing vessel monitoring system, which based on beidou navigation and positioning. The system is divided into two parts, the vessel monitoring terminal and monitoring system, the vessel monitoring terminal use the Beidou positioning function to position. Fishing boats send their location to the company monitoring command center through the vessel monitoring terminal, the company can know the fishing location in time. The company send the location of his other boats, foreign law enforcement ship and typhoon to each fishing boat, so the fishing boat grasp the location which the company sent to them, when the fishing vessel breaking into the foreign waters or fishing zones and fishing, the system offers the warning for leaving. What’s more, the company monitoring command system can provide communication transit for sea fishing boats, fishing boats and land-based mobile phone users, in order to provide convenient for the fish shops, fishermen and their family. System basedon the B/S software architecture framework, uses the Oracle database system, Microsoft Visual Studio2008Basic as a software development language.The results on this study can be carried out for the near real-time and effective management on fishing vessels at sea, and has a larger potential for function expansion, and can be applied to other types of vessel monitoring system development.
