Research On The Quality Management By The Owner In The Whole Process Of A College’s Teaching Building Construction Projects

During the construction process of the new campus, construction projects such as teaching, office and life area face problems of large scale, long period of time, multiple links, of great difficulty and wide participation. The quality management of such construction project is quite complex, cumbersome and tricky. As the owners, colleges and universities are not only the main role of the investment and responsibility of the project, but also the core of the quality control. Their quality management of the project go throughout all the period of the project and every part of the project. Therefore, the effective methods and measures that the owners adopt to achieve quality management and control of the project, are guarantees of quality engineering and that is the purpose of this research.The core content of this article is how the owner of the project makes quality management and control effectively. Based on the research on the current situation of home and abroad of the project quality management theory, this article combs the definition and characteristics of project quality as well as the meaning,course and principle of quality management, clears the owners’duties and tasks of quality management. According to the characteristics of university projects, the article emphasises on analyzing the owner’s problems in the process of quality management in every stage of the college construction projects.Based on the specific case of a college teaching building construction projects, analysing problems arising in every stage of the project quality management, applying the project quality management theory, using the method of applying theory to reality, combining the qualitative and quantitative ways, the article finds out solutions to problems, and comes to a whole-process strategy that "The proprietor is the core of the quality control, the early stage of decisions determines the project whether would be successful or not, the design stage is the soul of the quality control process, use a comprehensive evaluation method to select preferred construction and supervisor teams, complete the construction by way of macro-control, micro-supervision, clarify the duty of supervision, to strengthen communication and the issue of contract managements, pay attention to the inspection of acceptance and warranty period", achieves the quality control to the project in the whole period. The author puts forward a creative oppinion that the trasformation of research objects angle and the extension of study as well as extension of supervision philosophy, which means using the method of "Tripartite property management" and "Students participate in supervision" to supervise the quality during the guarantee period. It provides some reference to counterparts to do similar quality management.
