A Study On Quality Management Of Whole Process Of Owner

In the contemporary era and foreseeable future, as construction industry being one of the pillar industries in China, the rapid development will unavoidably accelerates the raise of construction project quality issue. Construction project quality concerns directly to public safety and sustainable economic development, thus construction project quality management has become an essential field in academic research. Proprietor, who operates a core position of the process of project quality management, also takes primary responsibility. The reinforcement of project quality management to the proprietor can effectively reduce project accident during implementation process, and protect people’s life safety and property safety.First off, this paper analyzes in detail organizational characteristics and process characteristics deriving from project quality, and applies stakeholder analysis to identify the main stakeholders relevant to the project based on that. It elaborates on the quality managing responsibility of main stakeholders individually, as well as analyzes the relation between stakeholders and proprietor, and briefly explains the quality management characteristic in terms of project stakeholder involvement. It also constructs a dynamic model of stakeholders involving in the quality management.Then we use literature review and questionnaire survey jointly to identify and analyze factors that are related to main stakeholders that could potentially affect achieving project quality management. From the perspective of proprietor, we propose ways for solution to manage the effecting factors above, including improve the quality managing ability, establish incentive and restraint mechanism, according to different construction phases. Additionally, this paper has presented a conception on constructing a project quality management framework of coordinated development among government, society and market.Last, the paper takes the case study of the scientific laboratory building in Hunan academy of forestry for example, on the basis of empirical research on factors and control measures above, to fulfill the research and to provide reference for similar project construction.
