In thestudy, the paper firstly analyzed the present situation and Internal and externalmotivation of container Drop and pull transport between China and South Korea inShandong Province, Proving that it owned good internal and external environment for this transportation, and then used the method of industrial economics-locationquotient to select suitable competitive industries and underdeveloped industries inShandong Province, and it proved that trade between Shandong Province and SouthKorea was necessary and had a better trade prospects,as well as electing fit goodsbased on reasonable transport distance, and then combined the container throughput inmajor ports which linked to this transportation-Qingdao Port, Weihai Port, longanport, Shidao port, Yantai Port in recent years, combining the trade situation ofShandong Province and South Koreat, estimated container volume of each portbetween Shandong Province and South Korea,on this basis, the use of time-seriesmethod estimated container volume of each port between Shandong Province andSouth Korea in the next eight years. Finally, through the gravity method to determinethe initial program of the logistics center-in Haiyang City, Shandong Province, andthen use the fuzzy comprehensive evaluation method to determine the optimallogistics center program from four options-Xin’an town, Haiyang, ShandongProvince, and in the end of the article summarized the full text, indicated furtherstudies which needed to be conducted.
