With economic growth coming into a new circulation, the volume of goods and guests increasing, and the high-speed railway developing rapidly, the reconstruction project for raising train speed on the existing railway that is an arduous task and as well as a tremendous test, is paid universal attention. With the enhancement and reconstruction on the existing railway being performed aggressively, the rationality of the scheme selection seems especially important.At present, due to the project selection mainly based on transport capacity and economic evaluation, or the experiences engineer, the factors considered are not comprehensive, and there are still a lot of problems in theroretical research. Therefore, study on the general assessment and synthetic optimization of reconstruction scheme for existing railways will have important theoretical value, meanwhile it can provide a reliable basis for making the reconstruction scheme and will also have some practical. On the basis of the achievements of system assessments and synthetic optimization both home and abroad, this paper summarizes the experience of the reconstruction on existing railways home and aborad and combining itself features, and introduces the fuzzy gravity center to make a study of the comprehensive evaluation system and the method of priority selection.At first, through the overall analysis on the influencing factors of reconstruction plan, and according to the unity principle, the scientific principle, the non compatible principle, the practical principle, the evaluating indexes were designed. Selection of fuzzy factor is based on comprehensive consideration of the technical feasibility, the economic reasonability, the social profitability and the traffic organization.Then, by studying on AHP and FAHP, this paper has chosen a rational method to calculate the gravity-center value. During the process of the analysis on the important indes, in order to avoid the incorrect determinated caused by the subjectivity of the expert himself, group FAHP is introduced to guarantee that the gravity-center value is more reasonable.Moreover, for the traditional fuzzy gravity center judgment having many shortcomings in evaluation and ranking, this paper introduces the theory of fuzzy gravity center, which improves the evaluation method and the way of expert grading, also the way of evaluation and ranking, and make the result more reasonable, comprehensive, and objective.Finally, this paper applies fuzzy gravity center in the practical choice of the reconstruction plan on Jiaoji railway. The results show that it has some guiding significance for the priority selection and the evaluation of reconstruction plan, and has some practical value on practical production.
