With China’s economic development, industrialization and urbanization process continuously promote, there appears a large number of large-scale civil engineering projects. Engineering project, the owners, whether can find a satisfactory contractor through a tender activities and develop a reasonable allocation of risk contract is very important.The risk control in bidding phase of the owners is the key to control risk in the whole process of construction projects. Tender bidding process involves complex and diverse units, the preparation of tender documents and BOQ, the formulation of the tender requirements and evaluation methods are complicated and complex, risk is in everywhere of the entire process. The risk in tender stage often enlarged to the project implementation process, even lead to a direct failure of the entire project. So, it is necessary to conduct a scientific analysis of the risks that may exist in the bidding process, so as to minimize the tender risks, optimize civil engineering project management.This paper introduces the basic concepts of risk, risk management, bidding and bidding risk, proposes the basic process of risk management, at the same time introduces a variety of risk identification method:brainstorming, Delphi, W-RBS, fault tree and Checklist method. And then, identify the risk of civil works tenders with the method of brainstorming. The author identifies the risk of civil engineering tender and proposes a method of risk assessment-GAHP, at the same time, builds evaluation index system and Gray Hierarchical Evaluation Model.Because the risk of civil engineering projects in the bidding process is uncertainties, it is a typical multi-factors evaluation, it is difficult to give a specific risk rate and very fuzzy. At the same time, risk assessment is a multi-objective process involving multiple factors. If only rely on the subjective judgment of the experts and policy makers, can only come to the approximate value. So, the author thinks, the multi-factor comprehensive evaluation method is effective. In the bidding process of civil engineering project, evaluation indicators are difficult to quantify due to the multifaceted uncertainties affect and its risk in a gray state.This paper take the Qingdao National University Science Park-the main park of a project for an example, to analysis of the main risk factors faced by the owners of the construction projects and the bidding process in accordance with the actual situation of the project. Use the GAHP model to evaluate the risk factors, and then propose related control approach (from economic, technical and management sides), in order to reduce the risk of the owners of the implementation of the project.
