Research On Selection Of Engineering Bidding Agency Of The Public Resources Transaction

The engineering bidding agency plays an important role in the selection of the designer,supervisor and builder of bidding and tendering projects.On the one hand,there have been some problems in the selection of bidding agencies in the past,which was not conducive to the development of the bidding agency and the specification of bidding and tendering markets.On the other hand,most tenderees in public resource transactions have no tendering capacity,which makes them need to entrust bidding agencies to carry out the tendering and bidding work.In addition,the public resource transaction involves state fiscal funds and public works safety,which makes the requirements for the ability of bidding agencies need be even higher.Based on the research of the selection of engineering bidding agency under the public resource transaction,this paper aims to establish a set of index system and model which is conducive to the rational selection of the bidding agency.After referring all the relevant research results home and abroad,the following works are finished through market survey,questionnaire survey,expert interviews,math methods and empirical study.Firstly,through studying the meaning of public resource transaction and arranging the basic knowledge of the engineering bidding agency,the paper analyzes the characteristics of the engineering bidding agency.Secondly,based on the DPSIR model,a comprehensive analysis of the factors of selecting the engineering bidding agency has been completed.And combined with the engineering bidding agency characteristics,market situation and statistics,this paper builds the selection index system including four dimensions named market environment,personnel ability,agency ability and service ability,for a total of 19 index.At last,this paper formulates index scoring rules for the established index system.And then,the index weight is calculated by ANP,and the bidding agency selection model is established by TOPSIS.Finally,combined with the actual data of public resource transaction in Nanjing,the model is used to help a tenderee choose the engineering bidding agency,which verifies the operability and rationality of the model.
