Engineering for sewage discharging into the sea refers to transport the city sewage offshore to sea water in certain depth when it meets the emission standard after going through a series of pretreatments(first level; second level or higher treatment) with profound technologies by changing the originally free discharging method, so that the sewage can mix with sea water quickly and meet the ecological and environmental quality required by the receiving sea area. The exploration and development of techniques of “Engineering for sewage discharging into the sea” provide an effective and practical solution to the treatment of sewage in coastal cities.With the rapid economic development in coastal cities in China in recent years, enterprises in engineering for sewage discharging into the sea are facing with increasingly complex and changeable risks. Therefore how to reinforce management on risks of bid invitation for the engineering for sewage discharging into the sea has become an issue greatly concerned by relevant enterprises since the engineering for sewage discharging into the sea should be constructed through bidding according to the current construction program requirements.This paper discussed risks in different stages of the bidding process for engineering for sewage discharging into the sea, identified the risk factors in bidding, formulated risk evaluation index based on that, made risk decisions through a combination of analytic hierarchy process and fuzzy comprehensive evaluation, laying a foundation for the establishing of risk warning system and applying relevant solutions by risk managers and providing scientific basis for the establishment of effective bidding risk warning system, control and handling of bidding risks systematically and the successful establishment and long-term development of enterprises in engineering for sewage discharging into the sea. |
