Research And Countermeasures On Key Issues In Project Bidding Discipline:Architecture & Civil Engineering

From the constructor's perspective,this paper systematically analyzes the key issues during the project construction bidding process.The success or failure of bidding work plays a very important role in the smooth implementation of the construction project.At present,during the bidding process,there are pre-qualifications not standardized in the bidding process,the bid evaluation method not scientific,the construction unit's bidding price unreasonable,and the bidding documents not prematurely agreeing on matters that may cause disputes,which lead to a series of questions for example,the choices of construction enterprises is unsatisfactory,and construction costs increase,and projects implement unsuccessfully,and many projects have disputes.These have made the construction project unable to be put into use within the scheduled time.Based on the relevant provisions of the “People's Republic of China Project Tendering Law”,this paper applies the project risk management theory to analyze and study the prequalification,evaluation methods,the construction of the price,and the risk of the project implementation.And corresponding countermeasures are put forward.The specific conclusions are as follows:(1)Pre-qualification is an important part of pre-reviewing the qualifications of bidders during the bidding process and an important way to ensure that the bid-winning enterprise has sufficient technical strength and management level.The main problems in the pre-qualification are: unreasonable qualification conditions,non-standard pre-qualification process,and not strict qualification review.The bidding party should reasonably set the qualification conditions of the bidding enterprise according to the project characteristics and the bidding method.The bidding enterprise shall investigate the bidding companies and standardize the review process to ensure that the short-listed enterprises meet the qualification requirements set by the builder and reduce the possibility of the bid rigging.(2)The evaluation method plays a key role in the quality of the project bidding.The setting of technical standard and business standard scores plays a decisive role in the evaluation results.For the complex engineering projects with high construction technology requirements,the technical target score should be improved.For relatively simple engineering projects,the business target score should be improved.(3)The construction party should pay special attention to the rationality of the block bid price.If the price is too high,the construction party will suffer economic losses.But if it is too low,the smooth implementation of the project cannot be guaranteed.The rationality of the block bid price can also effectively prevent the economic losses caused by the bid rigging.The construction party should first determine the grade of the material brand and the brand scope of the same grade according to its own economic situation.The price of people,machinery and materials should be determined according to market prices,information prices,relevant national policies on the premise of full investigation.Before preparing the bill of quantities,it is necessary to fully study the construction drawings to avoid missing items.The construction party should pay attention to the selection of the preparation unit to guarantee the quality of block bid price.(4)In the bidding for the project,attention should be paid to the preparation of the bidding documents,and the factors affecting the smooth development of the project shall be agreed in advance in the bidding documents.Based on risk management theory,,the brainstorming method is used to identify the risk factors in the price,duration and quality of the project.Then the comprehensive evaluation mathematical model is established by analytic hierarchy process to qualitatively and quantitatively analyze the factors affecting the smooth development of the project.The results show that engineering change risk,market risk and construction management level risk are the most important for the smooth development of the project.Therefore,in order to avoid disputes and ensure the normal development of the project,these factors should be premised in advance in the bidding documents.
