More than10years pasted until Chongqing became a municipality. Thesocio-economic of Chongqing has developed rapidly, but also pushed the developmentin urban traffic. Especially in urban rail transit, after a few years developing, Theoperating mileage of Chongqing Rail Transit(CRT) has exceeded130km, that providesan important guarantee for the development of Chongqing city, bringing a great deal ofexternal effect. In this context, in order to making a more clear understanding of CRT inpromoting social progress, economic growth, environmental protection, resourceutilization, as well as for CRT to provide a theoretical guidance, This paper expands ananalysis of CRT’s externalities.This research discusses the characteristics of urban rail transit and the theory ofexternalities based on the articles about the external effects in home and abroad. Fromthe socio-economic development of Chongqing, analysis the reduction of the publictransport investment, conservation of land resources; alleviating road traffic jams,improving the travel environment; reducing environmental pollution and energyconsumption; promoting the city’s economic development, increasing employmentopportunities;externalities generated by the; inducing the value-added of the land,creating the investment environment; optimizing the layout of urban space, and guidingthe urban development.This Paper around the four aspects of the economic effects, social effects,environmental effects, resource effect, through selected the evaluation index reasonably,constructed evaluation index system and ANP-Matter element Evaluation model for theexternalities of urban rail transit. Based on the data of the CRT in2011, got acomprehensive evaluation of CRT’s external effects. At the same time verified that theevaluation index system and the evaluation model are reasonable and scientific. At lastcombining with the actual of CRT, raising some proposals on investment and financingmode, financial subsidies and the fare-setting.
