The junction area of city and rural called "rural-urban fringe zone" emerged the same timewith city. With the development of city, the rapid expansion of city function area, populationand industry has spread to the city, due to be richly endowed by nature of the geographicaladvantages the rural-urban fringe zone naturally became the first choice where the city chose todevelop. However, since the management of rural-urban fringe zone was under twomanagement system for urban and rural in the long-term there were management blind spots incertain areas of policy, especially the land management was more confusion. For the rapidinflux of stream of people, logistics, capital flow, many building houses without constructionprocedures spread rapidly and continuously gobbling up the planning green. This kind ofdevelopment can benefit the villages and the farmers in that area in short time but also causedgreat pressure of population, resources, environment, leaving serious problem to citydevelopment in long time. In this paper research about how to effectively use the village landon balance the development of economy and ecological benefits were carried out based on theinvestigate for the rural-urban fringe zone rebuild test area in Beijing City, Daxing DistrictXihongmen Town. Through in-depth analysis of the characteristics, historical background, rule,plan, policy, the interests of farmers, ecological construction and other issues in the rural-urbanfringe zone and summary of management, regulation, reform experience in the area a newmodel to effectively use the village land was given put and that is helpful for the rebuild ofrural-urban fringe zone in other place.Discovered by early tracking research, the rural-urban fringe zone reform is a long-termand systematic project, requires many department work together, appropriate adjustments fromthe planning and policy, especially the new exploration of rural collective land, ensure the landownership for the farmer was not lost, balance the benefit between farmers and the investorsand scientific coordination the development of ecological and economy. And that caneffectively promote the upgrading of the rural-urban fringe zone.
