The Study Of New Rural Development Issues On Urban-rural Fringe Area

Nowadays, the rapid development of urbanization has become one of the most distinct characteristics in urban and rural construction of China. The problems caused by Urban and Rural development have attracted more and more attentions of society. As the transition region between city and countryside,Urban-rural fringe area is affected by the centralization and decentralization mechanism. It has been one kind of Semi-finished products in the progress of urbanization, and the transformation reflects the process of the rapid development of urbanization in China. Peasants living in the area are in the typical"transitional"state, whose current situation gives an expression of the Characteristics of the transition for Chinese Peasants'life not only from agricultural society to industrial society ,but also from countryside to cities. The problems they faced can be represented the problem which the most of the farmers are dealing with or going to face in vast rural areas of our country. As the the recipient of the problems in urban and rural development, Urban-rural fringe area is really important to Integrated Development Strategy of Urban and Rural Areas.In the special period of rapid development, how to promote rural transformation, achieve the scientific and harmonious development of the both side between urban and rural areas, and correct one-sided planning and design concept is a topic which requires careful study and exploration. Based in chronological order, this paper researched the development Course of Urban-rural fringe area and the evolution trend of the relationship between Peasants and land. In accordance with the requirements of the Construction of a New Socialism Rural Area, this paper dealing with the comprehensive use of sociology, economics, urban planning, architectural studies and other related knowledge, analysed in depth of the irregularities and problems, which are both influenced by the urban-rural relations, between Peasants and land in Urban-rural fringe area, directly proposed the philosophy that it is right to put Urban-rural fringe area into the system of urban and rural area as to conduct an overall study, and carry out the planning and construction of new countryside with the method that plans city and countryside as a whole. On this basis, this paper not only proposed the advice which is considered as a solution of the problem between Peasants and land, but also point out the development strategy of new rural, taking plenty of the actural cases for instance. So this paper has a certain guidance and significance for The New Rural Reconstruction Reasearch of urban-rural fringe area in our country, especiall for discover and solve the problems of Peasants and land.
