In recent years, with the development of economy and technology, large development and improvement has been made in technique and level of construction project management(CPM) in China, but a lot of serious problems and deficiencies have also been exposed. Taking into account the reasons, although there are many objective factors, but mostly they are closely related to improper methods of CPM. Comprehensive evaluation as an important part of methods of CPM, its unfully realizationin seriously impacts on the levels and effects of CPM. Especially, determining index weight as an important part of comprehensive evaluation, although there are a variety of methods, there is still a great deal of controversy between the research results and their application in practice.Firstly, for the existing methods to determine index weight, its basic principles, calculation steps, characteristics and scope etc. are specificly analyzed, summarized and compared. Second, shortcomings have been shown by existing methods to determine the index weight in CPM, combining features and actual demands of CPM, considering scientificalness, rationality, universal applicability etc., a new method named Exclude&Compare Difference Degree to determine the index weight is presented. The method is based on Attribute Importance and Difference Degree theories. After the data and information needed is obtained through generalized Likert Scale, the importance and difference degree can be figured by integration of numerical value with weight and summation of dispersion with grade respectively. Meanwhile, for the characteristics of large-scale or extra large-scale CPM indexes, considering the immediate needs of CPM, combined with theory research achivements and their practical application effect of techniques to process and analyze a large number of datas, the technique based on EVBA to analyze the index weight weight automatically is proposed. The technology is based on the theory of automatic computation of large amounts of datas, by the important function of EVBA, automatical analysis of index weight is achaived. Finally, the above method and technology are confrmed through empirical research.The method to determine index weight named Exclude&Compare Difference Degree shows a certain scientificalness, rationality, a solid theoretical foundation, profound practical significance, as well as a certain universality, and can be extended and applied to other industries. The technique based on EVBA to analyze index weight automatically simplifies the calculation process, saves working time, ensures the accuracy and effectiveness of the calculation results, at the same time, it has a certain universality, and can be generalized and applied to other areas.
