With the accumulation of experiences in railway construction in recent years,peoplecome to realize the premise of building a new railway efficiently is rational planning, whilescientific evaluation of the railway line program is the key to the planning. Not only does itdetermine the reasonableness of the railway construction project itself, but also directly affectthe ability to meet the needs of national economic construction after the completion of theproject. Therefore, in the early days of railway construction, it is necessary to evaluate allaspects of various alternatives and finally choose the optimal and feasible solution toimplement.Around the problem, based on existing analysis and combined with the selectingprinciples of Indexes and China’s national conditions, this paper studies the factors that affectline alternatives and establishes a complete and feasible evaluation index system includingengineering, economic, social, environmental aspects, which correctly reflect the role of lineprogram evaluation and better serve the line selection decisions by comparing different lineprograms.In terms of determining the weights, this paper integrates subjective and objectivemethod of index weights determination for the imprecise and incomplete information, that is,subjective decision-making by more than person and objective entropy method, which iseffective to avoid the problem of the traditional AHP applications. In comprehensiveevaluation, considering there are many affective factors of railway location and therelationship of them is gray, we use Gray Correlation Analysis method as a measure of acomprehensive evaluation, obtaining the final preferred programs.Finally, the paper combines the comprehensive evaluation system with actual railwayproject from Dunhuang to Golmud, and ultimately selects North2program is the best optionby comparing three programs. The result verifies that line evaluation problem can be solvedeffectively through combination of subjective and objective weighting method and GrayCorrelation Analysis, proving that the method has some reference significance and applicationvalue, which provides a meaningful basis for practical engineering.
