Though the emergency shelter starts late inour country, we have got certain achievements recently. In many cities, the emergency sheltershave sprung up.As the rise of the human-caring design, as an architect, we should focus on the humanisticcare and spiritual level design. By using questionnaire, the paper finds out the advantages anddisadvantages and Citizens’ understanding about it by sampling and investigating someemergency shelters. On that basis, we can look for gap with some foreign advancedprocessing technique by resourcing, like campus, exhibition and stadium, which all equippedwith the emergency shelter. We can also analyze the implementation possibility combinedwith our actual situation. According to the regional special situation of our country, the papernarrates and discusses uneven distribution of emergency shelter resources and the shelteragainst typhoon and storm. The paper also makes some theoretical analysis about disasterprevention of the shelter, which aims to find the most appropriate point and the mostreasonable transformation between at ordinary times and at disaster times. In this paper, wecan own a rational understanding about the emergency shelter.
