With the construction of the implementation of the strategy of sea power, cruisers, destroyers, ocean tender and other large and medium-sized gradually increased the number of ships on the power device are also gradually rising. The reliability of the charge and discharge devices on the ships have a great impact on the ship’s combat effectiveness, the device adopts DC switch power box charging commonly, with resistance box discharge, discharge energy not recycling caused huge waste of energy, the contradiction is not outstanding on small ships, but it cannot be ignored in large and medium-sized ship losses, so in order to meet the needs of large and medium-sized ship battery charge and discharge equipment, developed a large capacity, high efficiency, high power factor and battery charge and discharge can be implemented in the integration of charge and discharge device, it is particularly urgent and important to the development of ships.In this paper, the main contributions of this dissertation are listed as follows:1) On the basis of full access to information, according to the need of the charge and discharge device, puts forward the overall design scheme of a charge and discharge device;2) In device control strategy, three-phase bridge rectifier inverter SVPWM technology was adopted to realize high power factor, high efficiency, in view of the dq shaft current existence phenomenon of mutual coupling, on the basis of decoupling control, combined with fuzzy control and double closed loop control builds a new controller, this controller makes the device have both the steady-state performance and dynamic response;3) For device synchronization used in phase lock technique is analyzed in detail, designs two passing zero detection circuits, as well as the device of detecting circuit is designed based on DSP28335, completed the design of software of main circuit, SVPWM and control circuit, set up a experimental platform for the charge and discharge device;4) Through rectifying and inverter process simulation model and experimental results show that the design of the entire unit can meet the demand of equipment, can satisfy the control demand of equipment and interconnection in the phase of phase locking.
