In recent years, domestic and international natural disasters, public health emergencies, terrorist attacks and other emergencies happened frequently. After the unexpected disaster event occurs, countries, governments have to put in a lot of manpower, material and financial resources to mitigate emergencies caused casualties and property losses. With the Chinese government and army anti-SASS epidemic, earthquake relief (Wenchuan, Yushu), floods (Zhouqu), the victory drought relief, academia and relevant departments of the attention in this area, emergency logistics management is becoming a discipline Logistics is a new field of interdisciplinary research at the same time, the increasing breadth and depth of research. Emergency Logistics System military and civilian integration issues related to proposed vehicle scheduling, research and construction, will effectively improve the disaster relief, social and economic benefits at the conflict.In this paper, disaster relief, at the sudden demand on the logistics of departure, through the logistics of emergency status and lack of analysis and learn the advanced experience of foreign emergency logistics, proposed the construction of military and civilian integration with Chinese characteristics, the proposed emergency logistics system. The second chapter of the emergency logistics, vehicle scheduling literature provides an overview and analysis of the concept of research questions, content with the specific conditions of China’s emergency logistics were defined. Chapter V uses a random fuzzy logic genetic algorithm to solve the vehicle scheduling transportation problem. Fuzzy logic is mainly used to adjust the crossover and mutation rate of genes, thus demonstrating the effectiveness of fuzzy logic genetic algorithms. And through the use of standard genetic algorithms, simulated annealing, tabu search algorithm to solve the model, and the results were compared, we find that the performance of fuzzy logic genetic algorithm is superior to other algorithms.
