As the strong support on new energy development by the Government, the wind power manufacturing developed very quickly in recent years. The quality of wind power product was unstable due to doubled increasing. Many quality issues happened in wind farm: some wind turbines fell down, wind power escaped from power network, even people wound or dead. As the key part of wind turbine, the quality of wind power control system affect the function of wind turbine directly. It’s very urgent to improve the quality of wind power control system. Project management applied in wind power manufacturing project is a good way to meet the requirement of wind power product due to the personalized, diversified, small-volume and variability of the product. But the project management used in wind power manufacturing project often pursuit the time and the cost. The quality was ignored compared with the time and the cost and so many quality issues happened."Zero Defect" quality management required that "do the thing right the first time", it should be an effective approach for the wind power projectThe thesis summarized the thesis and the research of project quality management and "Zero Defect" quality management. The pitch control system manufacturing project was taken as a case, to find the problem in the wind power control system manufacturing project. The necessity and the implementing method of "Zero Defect" project quality management was analyzed systematically. The problem was found out and the solution was given out. The solution was applied in the stage of R&D and manufacturing to meet the "Zero Defect" requirement.At first of the thesis, the theory of project quality management and "Zero Defect" quality management were introduced, and then summarized as the "Zero Defect" of products based on the right design process and manufacturing process-"Zero Defect" process. Research on the status of project management in F Company was done, and the problems found out:such as low on-time delivery rate, out of control on engineer change, more changes in the late of project, high expense in after-sales, then root causes of the problem was pointed out. Considering the features of wind power manufacturing projects, the project was defined as six stages:project planning, project product design and develop, manufacturing process design and develop, product and process validation, project manufacturing, and project closing. And the "Zero Defect" solutions in each stage were given out.At last, the thesis summarized the key point of "Zero Defect" realization:first, zero defect of final products based on the zero defect of whole process. Only zero defect process guaranteed by quality method and tools can realize zero defect products. Second, the tools of "Zero Defect"-PONC must be applied so that cost management can be done from top management to operator.Differing from the normal "Zero Defect" management, the thesis focused on the "Zero Defect" project process, but not only the quality culture construction.
