Inland waterway transports of freight with the development of inland areaeconomic development and openness have close relations, thus in recent years inlandwater transport of freight received widespread attention. With the inland port transportvolume increased significantly in recent years, Inland waterway transport plays a veryimportant role in the multimodal transport. Although the development of inlandwaterway transport has been widespread concern, but in the course of its developmentalso faces some urgent problems. Whether the transport capacity of the inland cargo portand transport demand growth matches? Can inland freight port as the core of thetransportation system radiate to the Government is planning the radiation area? Howstrong is the radiation capacity of the inland freight port as the core of the transportationsystem? Where is inland freight port’ radiation boundary in different directions? In orderto solve these problems, it needs to put forward a quantitative calculation method tocalculate the inland port’s radiation area.According to measure the inland freight port of radiation area,this paper mainlyfocused on the following aspects:①The existing models of several typical radiations are reviewed, and analyze eachradiation model major contributions and limitations.②Firstly, carried out a detailed analysis for the different modes of transport pricestructure; The second Alford-Bangs formula is reviewed and the freight time cost modelis proposed; And then from the traffic accident causes loss, noise pollution and emissioncause environmental harm and traffic congestion caused by time delay four aspects tocargo transport external cost structure carry on the detailed analysis, through thecalculation of the model can estimate each transport mode unit transport external cost.③From the unit transportation cost point of view, constructing the unittransportation cost scale model, according to this model can calculate estimates that in acertain area shippers select some mode of transportation possibility.④On the basis of In the unit transportation cost scale model, constructs themeasure inland waterway port radiation radius model, according to this model cancalculate port in different corridor radiation radius.⑤The paper selected Wanzhou waterway Port makes an empirical analysis, itestimates the Wanzhou port radiation radius in several corridors. By analyzing calculated results, it find out this result is coincide with the actual situation of Wanzhouwaterway port, So it can be confirmed that the proposed model has certain applicability,And to estimate inland freight port radiation area has significantly practical value.
