With the deep process of economic globalization, the trade and economic of port is playing an increasingly important role, the smooth completion of trade is indispensable to the unblocked transportation environment. The improvement of the collection and distribution system can greatly reduce the cost of port, enterprise user fees, improve the efficiency of operating ports, promote mutually beneficial and win-win between customers and port. At present, with the rapid development of logistics industry, traditional vicious competition among ports has been turned into benigh relationship.By investing and constructing reasonable transit nodes with certain scale, to achieve the minimal system total cost, the optimal the overall comprehensive benefits of dynamic port alliance. How to maximizing the interests of both the port and the user, the port policymakers must facing the problem and make good choice.The essay first make a summarize about port collection and distribution system, then make a detailed analysis about the qualitative and quantitative factors affecting port transportation, and make detailed elaboration for port transportation optimization problem which can lay a firm foundation for building ports-bi-level programming mode. Besides, the contrast analysis on the relationship of lower upper layer to determine the decision variables of the model. The upper model is for investing transshipment nodes, the lower model is for the user to choose its own path under the existing relay nodes. With the interaction of port and users, hoping to finally optimize the transportation network structure, reduce the total logistics cost, the rational allocation of resources.The use of Lingo 14.0 on an example can verify the feasibility and practicability of the model, also compare with the result of the port’s unilateral decisions in proportion to the mode of transportation, investment decisions and transit node and system total cost. In order to study the way of transportation capacity development on the impact of port transportation structure, not only use numerical example verifies the feasibility of model, at the same time by releasing all capacity constraints, releasing of highway capacity constraints, releasing of railway capacity constraints, By the comparison and analysis of before releasing capacity, the essay put forward suggestion for the later construction of both transfer nodes and ports with the development of transportation net work.
